Switch to standard when linked software isn´t in focus

I love my Creator Micro, but there is one feature I wish it had. I really like how it switches layers when a specific program is in focus, but it would be great if it reverted to a default layer when no specific programs are active. When I’m working in Illustrator, I don't want the same functions active in Chrome or File Explorer. It’s possible this feature already exists and I just haven’t found it yet.
